NSW Planning Portal – Demolition of 2A–4 Edwin Flack Avenue (P5-2026-256)
The P2B car park site on Edwin Flack Avenue is proposed for redevelopment following its acquisition by Homes NSW from the Sydney Olympic Park Authority in June 2026.
Homes NSW is proposing to develop 145 social homes at 2A–4 Edwin Flack Avenue, on the corner of Birnie Avenue. The proposal includes two eight-storey buildings, landscaped outdoor areas, shared open space, a community room, bicycle storage, basement car parking and a new public pedestrian walkway connecting Osprey Park and Flock Street through to Edwin Flack Avenue.
The site currently contains the P2B open-air car park and is located alongside the existing Quest and ibis budget hotels. Planning documents relating to the subdivision of the site also identify existing and future laneway land adjacent to the hotels.
The development has attracted interest from the local community and surrounding businesses, particularly regarding the future of existing parking and the proposed use of the site for social housing. The Homes NSW proposal is currently at the consultation stage and has not yet received approval for construction.
Homes NSW says community feedback will help inform the design before a State Significant Development Application (SSDA) is submitted to the NSW Department of Planning, Housing and Infrastructure, which is expected later in 2026. Once submitted, the SSDA will be placed on public exhibition, providing a further opportunity for formal submissions.
The NSW Government says the proposed development will include basement car parking. The project forms part of the broader transformation of Sydney Olympic Park, which is planned to accommodate additional housing and employment alongside major transport and infrastructure investment.
Community feedback on the proposed social housing development can be provided to Homes NSW until Thursday 24 September 2026.
